BAE Systems is pleased to announce an opening for a Compliance Manager (Finance & Accounting) in Rockville, MD.
The Compliance Manager will serve as a key liaison for the Corporate Office on Government Accounting and cost allowability issues with DCAA and DCMA. The position assists the Director in maintaining the CAS Disclosure Statement, preparing the annual Incurred Cost submission, and providing audit support on Government audits. This role will manage 1 to 2 compliance specialists in preparing the aforementioned submissions.
The selected candidate will be required to apply analytical concept with minimal supervision and must be capable of communicating complex information, at times using persuasive skills.
Daily responsibilities include: 1. Coordinate the preparation of required regulatory submissions within the timeframe mandated by the Government, such as the annual incurred cost submission, Disclosure Statement, CAS cost impacts, etc. 2. Establish, test and maintain adequate internal control structure across the line of business including all elements envisioned in BAE?s Financial Control Framework and support all BAE internal audits. 3. Ensure accounting systems are CAS and FAR compliant. Provide training and guidance on Government Accounting and cost allowability issues to the business units as required. 4. Provide audit support to DCAA; analyze accounting records and processes and make recommendations for control/process improvements based upon audit results
Requirements: - Bachelors degree in Accounting, Finance, or Business plus a minimum of 10 years of work experience in Government finance/accounting or internal/external audit commensurate with position responsibilities
- In-depth knowledge of FAR Part 31 cost principles
- In-depth knowledge of CAS and financial system adequacy criteria; particularly in the areas of:
- Cost accounting practice changes and CAS cost impacts - Disclosure Statement requirements - Incurred cost submission and forward pricing rate development - Financial system audit/reviews and recommending potential improvements - Excellent written and oral communication skills
- Strong analytical and problem solving skills
- Ability to independently complete multiple time-sensitive tasks
- Candidate must possess a strong working knowledge of Microsoft Word and Excel
Preferences: - Experience with EVMS requirements and compliance with the ANSI/EIA - 748 guidelines
- Experience with cost savings proposals associated with external restructuring activity.
